Executive Director Appointed to a Second U.S. DOE Negotiated Rulemaking Team

The NLNAC Board of Commissioners and staff are pleased to announce that Dr. Sharon Tanner, NLNAC’s Executive Director, has been appointed by the United States Department of Education to serve on a second negotiated rulemaking team.  Negotiated rulemaking is the process of developing recommendations for proposed regulations at the committee level.  The recommendations, which must reflect consensus of the team, are then presented to the Department of Education for possible use in final regulations.  Earlier this year, Dr. Tanner was the primary negotiator representing specialized accreditors on Team III Accreditation, which developed proposed regulations for the Higher Education Act of 1965, as amended.  The Team successfully completed its work in May 2009.

In this new session of negotiated rulemaking which will meet for three week-long meetings in November, December, and January, Dr. Tanner will represent the interests of regional/programmatic accreditors on Team I Program Integrity.  The Team will work on proposed language for regulations used by the Department of Education to oversee institutions that receive federal financial aid under Title IV of the Higher Education Act of 1965.  Issues include the definition of a credit hour, definition of a high school diploma, satisfactory academic process, retaking coursework, state authorization, and misrepresentation of information, among others.
